China Rebuked, Black and a Doctor

Hands Off: An international tribunal in The Hague has declared China’s claim to territory in the South China Sea to be invalid. China has built artificial islands with airstrips and interfered with fishermen.

China has already rejected the ruling, which has the force of international law, but is impossible to enforce without military interference.

Black Lives: A Dallas emergency room doctor who was unable to save five police officers Friday night delivered an emotional appeal to reporters yesterday. “This killing, it has to stop, black men dying and being forgotten, people retaliating against the people that are sworn to defend us,” said Dr. Brian Williams.

What got less play was what he said a moment later when he described buying cops lunch and ice cream to show they don’t have to be afraid of a black man. “I want my daughter to see me interacting with police that way so she doesn’t grow up with the same burden that I carried when it comes to interacting with law enforcement.” He continued, “I want Dallas police officers to see me, a black man, and understand that I will defend you, and I will care for you. That doesn’t mean that I do not fear you.”

Dallas: The Dallas Police Department’s deployment of a robot armed with a bomb to kill last Friday’s sniper has been the focus of debate about the unprecedented use of such a method to neutralize a suspect. As American police departments increasingly militarize with drones and armored vehicles, the use of a military weapon is a serious escalation.

Dallas Police Chief David Brown is unapologetic. “He was telling us how many he wanted to kill,” Brown said. “This wasn’t an ethical dilemma for me. I’d do it again. I’d do it again to save officers’ lives.”

It’s Political: Building his campaign on the graves of five dead Dallas police officers, Donald Trump yesterday declared himself the “Law and Order candidate.” Speaking in Virginia Beach, Trump said, “We must maintain law and order at the highest level, or we will cease to have a country, 100 percent. We will cease to have a country.”  Richard Nixon, who resigned the presidency in disgrace, was the last “Law and Order” presidential candidate.

Nation: Two court bailiffs in Berrien County, Mich. were killed yesterday when a prisoner under escort grabbed one of their guns and shot them. The prisoner was killed by other officers — President Obama travels to Dallas today to appear with former President George W. Bush at a memorial for the five Dallas police officers. He is reported to have huddled with speechwriters to find the right words to say.

10 Downing: The next Prime Minister of Great Britain appears to be a woman who opposed the exit from the European Union and whose job now will be to carry it out. The Conservative Party’s Theresa May, who is now the Home Secretary, will likely take the office Wednesday when the current Prime Minister David Cameron steps down.

May won by default. The only other contender, Minister for Energy Andrea Leadsom, quit after creating a dustup saying she was better qualified because she’s a mother and May is not. Several potential PMs who lead the Brexit movement, including former London Mayor Boris Johnson, dodged out early rather than lead the separation from Europe. They were like the dogs that caught the car and didn’t know what to do.

The Obit Page: Japanese lyricist Rokusuke Ei, who wrote the 1963 worldwide hit, “Sukiyaki,” has died at the age of 83. It is one of the best selling songs of all time and for a while it seemed to be playing on every radio channel. But few people knew that the Japanese lyrics were a subtle protest against the continued presence of US troops in Japan. “I keep my eyes to the sky as I walk, so my teardrops never fall.”

The Minimum: Jamie Dimon, the boss of JP Morgan Chase, announced in the NY Times today that he is raising pay for his lowest paid employees up to as much as $16.50 an hour, depending on location. “A pay increase is the right thing to do. Wages for many Americans have gone nowhere for too long,” Dimon writes. Not for him. He made $27 million last year, up 35 percent.

It's Been Said

"In my mind, I’ve never crossed the line with anyone, but I didn’t realize the extent to which the line has been redrawn. There are generational and cultural shifts that I just didn’t fully appreciate, and I should have, no excuses."

-Andrew Cuomo, resigning as governor of New York after accusations of sexual harassment
