Racist Ferguson, Tsarnaev: “It was him.”

Nation: The Justice Department says it will not bring charges against the Ferguson, Mo. police officer who killed an unarmed black teenager last summer, but at the same time says there is so much racial bias in the Ferguson police and justice system that it needs a radical overhaul.

The report says the Ferguson police targeted black residents for enforcement of minor crimes while addressing them with racial slurs and using the justice system as a revenue agency for the city.

The report says stun guns were used in cases of the most minor resistance and “Supervisors seem to believe that any level of resistance justifies any level of force.”

Under the eye of the Justice Department, the Ferguson PD will have to change or face supervision from Washington. The mayor of Ferguson says one policeman has already been fired and two are under investigation for sending racist emails.

But federal investigators also found that they did not have the evidence to prove that former Officer Darren Wilson intended to violate the civil rights of 18-year-old Michael Brown when he shot the young man to death last August.

Boston Bomber: The lawyer for accused Boston Marathon bomber Dzhokhar Tsarnaev in opening statements yesterday admitted her client’s part in the 2013 attack. “It was him,” attorney Judy Clarke told the jury. But she said, he was taken on “a path borne of his brother, created by his brother and paved by his brother.” In an effort to spare her client the death penalty, Clarke is painting Tsarnaev as young and impressionable, having fallen under the spell of the real culprit, his brother Tamerlan, who was killed in a police shootout.

The Clinton Domain: The NY Times reports that Hillary Clinton established a private email domain, “Clintonemail.com,” for all personal and public business shortly before becoming secretary of state. Obtaining a domain address was a sign of closeness to the inner circle. Her daughter and aide Huma Abedin had domain addresses. Mrs. Clinton did everything from running the affairs of the world to planning her daughter’s wedding from that domain, but didn’t give access to the State Department as required by law.

Mrs. Clinton says she has now asked the State Department to review and release appropriate emails to the public, but it’s clear that was not her original intent.

In the Name of Allah: New York City Schools will become the first major city system to close two days a year in observance of Muslim holidays. Mayor Bill de Blasio has said it’s “a matter of fairness,” but it comes at a time of increased tension and suspicion of the Muslim faith in America. And of course, New York was ground zero for the Sept. 11th attacks.

At least six other school districts in the country including Cambridge, Mass., Dearborn, Mich, Burlington, Vt, and Paterson and South Brunswick, NJ have days off for major Muslim holidays.

World: The US ambassador to South Korea, Mark Lippert, was slashed on the face yesterday by a man who said he opposed the annual American-South Korean military exercises and wants a reunification of North and South Korea. Lippert was taken to a hospital bleeding from the right side of his face.

Weather: A winter storm today stretches all the way from Texas through North Carolina and north to New York City. It’s 59 and raining in Raleigh, NC, and 31 with snow in New York. More than 3,000 flights have already been cancelled today.

E-7: Microsoft billionaire Paul Allen says he and a team of searchers have found the long-lost Japanese battleship Musashi, which was sunk by American torpedoes in 1944. The ship has a distinctive chrysanthemum design on its bow. The Musashi, which was once one of the two largest warships in the world, Allen describes as a “technological marvel.” And evidently a big target.

It's Been Said

"In my mind, I’ve never crossed the line with anyone, but I didn’t realize the extent to which the line has been redrawn. There are generational and cultural shifts that I just didn’t fully appreciate, and I should have, no excuses."

-Andrew Cuomo, resigning as governor of New York after accusations of sexual harassment
